Article 1, Sec. 1, Constitution of the United States.

That means two things:

1. If Republicans are REALLY concerned about job growth, they would understand that they have a responsibility to help create JOBS. (Of course, I have a suspicion that they don't care about jobs - and that's a suspicion that Mitch McConnell has confirmed twice.)

2. Obama does not rule by fiat. He is the chief executive within the framework of a system of separation of powers and checks and balances. He can't magically get rid of DOMA or get the government to spend less on guns and more on butter. Nor can he get rid of those pathetic tax breaks for oil companies. If he could do that by himself, he would. But he can't.
