16. I think the Senate might be perfect.
But heading this agency would not. I say that because as the head of the agency, you also need to be a personnel, communications, and an OPs manager.

I'll use an analogy. Lots of times, corporations make the mistake of taking a very strong technical person (like Warren) and then the promote them to be "managers".

By doing so, an amazing technical person gets pulled AWAY from the technical challanges they know inside out, and they spend all of their time on BS. Managing people. Operational details. Communicating, up the chain, down to the people in the org, and then OUT beyond the organization. The result is that you take a great technical person out of what they love doing, and you make them do things they hate doing.

And, they burn out. To be effective in something as complex at this, you need an operational manager to handle all that BS, and you need people, or a person who really knows the tech details. Rarely will you find some one who has the knowledge, skill, or the TIME to do it all.

And I think THAT is what she has been doing. But she brought in this guy, and he appears to have enough of the tech knowledge to make decisions, but is even more comfortable in the OPs manager role.

If Warren goes to the Senate, she'll be able to focus on legislation. She'll be able to hire a staff to run the operations, all of that stuff.

But I agree ... I think she is exhausted, and she's probably going to go and sleep for a week or two ... let her emotions go because she's been holding them very close ... and then, hopefully ... she takes Kennedy's seat back from that nit wit.
