21. China is hard to read. If they're being straightforward right now, they've become capitalists.
On the other hand, if they're practicing subterfuge, and this is something their dictatorial system is very capable of, they are possibly the greatest Leninists to have walked the face of the earth. The reason I say this is that by creating capitalist accumulation through foreign investors, they've effectively outsourced the role of providing capital. Just as the Russian bourgeoisie was unable to control Russia because of its pre-emption by foreign investment, the Chinese bourgeoisie cannot become a ruling class under such condition. Of course, the issue of how this keeps from becoming a modern form of colonialism is a concern.
