The outgoing Clinton administration recommended that the incoming Bush administration make hunting down AQ, and OBL in particular, their top priority. The Bush administration explicitly ignored that advice.

And in 2006 Bush eliminated a group (within the CIA I think?) which had been working since the Clinton administration to track down AQ and OBL.

Either of those actions, had Bush43 done elsewise, may have captured/killed OBL during Bush43s 2 terms in office.
