The poor and ignorant (not the same group, btw, though there is obvious overlap) will be unaffected. The repulsively evil and unredeemable are the folks being discussed here.
I'm disgusted that you keep conflating this horrific act of violent abuse and shocking neglect with poverty. Billions of poor people across the planet raise children in clean and loving homes every day.
