Bush ended up with only a 34% approval rating. That means without a doubt anyone who approved of Bush's job performance is guaranteed to probably not be a fan of Obama. So right away thats 34% who will never give Obama credit. Meaning the highest approval rating Obama could probably leave office with is about 60-65%. But with politics so polarized if Obama does achieve 60-65% approval it may as well be 100%, because their are some people (those 34% Bush supporters lol) who just will never give him approval.
