The 14th was used as an argument in a SCOTUS case, which he lost. The situation involved his nationalizing some steel plants at the beginning of the Korean War. The 14th Amendment was never even mentioned until it was brought up in defence of his action in the Supreme Court. The court said what he did was unconstitutional.

The debt ceiling was never increased during Truman's time in office.

Whoever wrote that in HuffPo has incorrect information.
