Darryl Metcalfe R- Cranberry claims HB 2519 that he is a sponsor of, is a must to protect Pennsylvania against voter fraud. Others have looked at the Voter ID bill as a return to Jim Crow laws intended to block minorities from voting, Rep. Greg Vitali D- Delaware investigated the voter fraud convictions for elections 2004, 06, 08, and 2010 and four people total have been convicted of voter fraud leading some to conclude that this is a problem searching for a reason.

Many Democrats and Independants believe that Metcalfe's bill is part of a Right Wing national agenda sponsored by the Koch Brothers to buy government and fund their key ideas for maintaining power. They point to the fact that the American Legislative Exchange Council ( ALEC ) has a voter ID bill link on its website. CampusProgress.org has obtained a copy and it appears to be the model for all these voter ID bills being introduced in about 20 states simultaneously. ALEC is funded by several Right Wing billionaires including the now infamous Koch Brothers.
