"Can you imagine the economic development that we could possibly have on these federal lands if there are natural resources on there?" one MT state legislator said.

ALEC can, of course, and this appears to be based on ALEC's model legislation, and one of the bill's co-sponsors was mentioned in an ALEC press release.
