Found this in the "THE LEGISLATIVE PROCESS IN MICHIGAN: A Student’s Guide" Michigan Versions 2006, 2008 and 2011:

OTHER SOURCES
Yet another source of ideas for bills is the need to update or repeal laws that become out dated or obsolete. The M1ch1gan Law Revi$ion <0mmi$$i0n, for example, issues an annual report recommending changes or amendments to various statutes for the purpose of bringing them into harmony with modern conditions and judicial decisions. In addition, articles published in law reviews may cite specific statutes which have become unworkable and are in need of change.

In instances when suggestions for legislation are in response to a problem with no clear solution, research is essential. In addition to Michigan’s legislative staff agencies, there are nationwide organizations that monitor state legislation, such as the Council of State
Governments (CSG), the American Legislative Exchange Council (ALEC), or the National Conference of State Legislatures (NCSL). These sources can be tapped in order to discover how other states may have addressed a similar problem. This can be of assistance in drafting legislation to correct a problem in Michigan.


LESSON LEARNED:
Look for ALEC people WITHIN the actual physical process and staffing for legislation drafts and the lawyers that 'volunteer' to review and report on changes.

Found ALEC - just normal way of doing things, ya know - but found EXTREME bad actor in the other org in the first paragraph ties to everything in the big equation (bet dime to a dollar was at the Sept 1973 organizing meeting in Chicago for ALEC. Founder of our Heritage sub. in the State, on various privatization project, did legal study that appears to be work done years ago on our evil recent EFM law the "fin. mar+ia1 bill" .... on and on... been tracking this guy for years.... more but this is not the forum for it. Time to sit down with Dems and have a very serious chat.

The fix was in, for decades... sigh... scotch on Sunday, that bad.
