CPA accused of $4bn accounting failure in Iraq
<http://story.news.yahoo.com/news?tmpl=story&u=/ft/20031023/bs_ft/1066565320409>

The US-led Coalition Provisional Authority in Baghdad on Thursday came under renewed fire for a lack of transparency as Christian Aid, a leading British relief organisation, said it had not properly accounted for $4bn in Iraqi assets.
The criticism fuelled calls for a separate fund administered by the World Bank (news - web sites) and the United Nations (news - web sites) to oversee new donations to Iraq (news - web sites).
The European Union (news - web sites)'s external affairs commissioner, Chris Patten, said the report made clear the importance of setting up such a fund which would be managed in parallel with the US Development Fund for Iraq.

And a discussion about it.

5. Of course
Because stealing has so many moral implications, which are harmful if misused. Remember Republicans always want thing in the gray area, not really good and bad, just viewing things in a pluralistic context.
<sarcasm off>

6. Let's take bets here at the DU
on where the money went. Some possibilities:

1) Paul "Babyface" Bremer gets an offshore checking account
2) Dick Cheney & Halliburton sit on the floor and split the money "one for me, one for you".
3) The $4 billion does a boomerang and recycles itself back to the Repugnant Pugs' re-election campaign.
4) Ahmed Chalabi disappears to an island in the South Pacific, rewarded for telling the "cabal" what it wanted to hear.
5) money goes to the "reconstruction" contractors like WorldCon, Kellogg Brown Turd & Root Canal, Helluvaburton, and Bucktel.
6) all of the above
