Pentagon sets exit rules for next war

WASHINGTON, Dec. 1 (UPI) -- The U.S. Pentagon has issued orders for the next war that will require the military to have a post-conflict stability plan and capability in place.

In the future, instead of being focused primarily on combat operations, U.S. forces under the new order must be ready in foreign countries to carry out such tasks as developing political institutions, establishing judicial systems and reviving economic activities.

"Stability operations ... shall be given priority comparable to combat operations and be explicitly addressed and integrated across all" Pentagon activities, the directive says.

The Washington Post said the revised policy is a result of failed Pentagon hopes in Iraq of being able to hand off a large share of responsibility to U.S. and foreign civilian organizations and to Iraqis.

2. I know the military is said to "fight the last war"
as a comment on the learning curve and applying, again, teh wrong strategy, but it seems to me that THIS WAR IS STILL GOING ON AND WHAT'S GOOD ENOUGH FOR THE NEXT WAR IS GOOD ENOUGH FOR THIS ONE.

Planning for war is their business. I just want to see them reined in by a Congress with a conscience and teeth.

It's just possible that they will be called upon to defend our nation's borders, and those of our allies, in which case I hope those are among their plans.

You're probably right to worry, though, that what the story means is that they're planning the next possible unprovoked invasions.

Anyone with half a brain would plan for the aftermath of a war. Not even so much as the State Dept-type plans (diplomacy, govt, etc) but the F'ing security at least!

So are they saying we DIDNT have a post-war plan this time?! I think the American public would like that admission. It's bad enough if we were just lousy at implementing a post-war plan, but to not have one at all would be an eye opener I would hope.
