Rice defends detainee tactics before trip to Europe

ANDREWS AIR FORCE BASE, Maryland (Reuters) - Secretary of State Condoleezza Rice on Monday defended U.S. treatment of terrorism suspects, telling European allies they should trust the United States as they cooperate in intelligence operations to prevent new attacks.

But in a lengthy statement before leaving on a trip to Europe, Rice did not directly address the allegation the CIA has run secret prisons in Eastern Europe, an accusation that has been a lightning rod for outrage across the continent.

"It is up to those governments and their citizens to decide if they wish to work with us to prevent terrorist attacks against their own country or other countries and decide how much sensitive information they can make public. They have a sovereign right to make that choice," Rice said in a statement she read out before leaving for Berlin, her first stop.

"Renditions take terrorists out of action, and save lives," Rice said, referring to the covert transfer of detainees to foreign states for interrogation. "Such renditions are permissible under international law," she added.

I like to know what International Law she is talking about.

I don't think there is any International Law, statutory or customary that approves of a country abduction citizens of another country and keep them locked up indefinitely, exposed to torture, without any trial or without their families and loved ones knowing about them.

So: PROVE IT!

10. What I find telling about the quotes..
... coming out from her are that the "we don't do that" are ALWAYS qualified by "for the purpose of torture".

What this means to me is that the prisons are real, they know they cannot keep them under wraps, so now the plan is to insist there is no torture going on there.

Yeah, right.

All news organisation will now carry her denials and assertions as their lead news, stated as fact however dishonest they are. The contrary views will come later, in interviews, and therefore by implilcation just "opinions". But Rice's assertions will stand as "facts".

BERLIN - Fighting terrorism is "a two-way street" and Europeans are safer for tough but legal U.S. tactics, Secretary of State
Condoleezza Rice said Monday in response to an outcry among allies about reports of secret CIA prisons and detainee mistreatment.

The top U.S. diplomat went further than others in the Bush administration to insist that Americans do not practice torture or lesser forms of cruel treatment.

"Our people, wherever they are, are operating under U.S. law and U.S. international obligations," Rice said. She said that includes the U.N. Convention Against Torture, a document the administration has previously said does not fully apply to Americans overseas.

Rice delivered the Bush administration's most forceful response to a month of growing trans-Atlantic acrimony as she prepared to spend the week among critics in European capitals........

Rice did not elaborate on how lives were saved. But White House spokesman Scott McClellan referred reporters to an Oct. 6 statement by
President Bush that the United States and its allies had foiled 10 serious plots by the al-Qaida terror network in the past four years.

At the time, the White House said those counted several attempted strikes in Europe, including plans to bomb sites in Britain in mid-2004, attack London's Heathrow Airport using hijacked commercial airliners in 2003 and carry out a large-scale bombing in Britain in spring 2004.

Throughout Monday, Rice refused any outright answer to the underlying question European governments have asked: Did the United States run clandestine detention sites on the continent?

"Were I to confirm or deny, say yes or say no, then I would be compromising intelligence information, and I'm not going to do that," she said on her plane to Germany.
