Climate talks deadlocked as US rejects Canada proposal

The United States on Tuesday rejected a Canadian proposal aimed at kickstarting a UN summit on world climate change as environment ministers began arriving for the meeting.
Canada proposed that countries begin formal talks over the next two years after the 189-nation Montreal conference ends this week to find ways to reduce harmful greenhouse gas emissions.
The conference is discussing the 1992 UN climate change convention and holding the first follow up meeting to the Kyoto protocol which came into effect in February, but which has been rejected by the United States and Australia.
Canada wanted the 8,700 delegates at the conference would have to agree "to engage in discussions to explore and analyse long-term cooperative action to address climate change."
Canada's aim was to secure the "widest possible cooperation and participation," including the United States, China and India, according to the draft proposal.
