A few hours later, a roadside explosive detonated, ripped open the back of the truck and sent shrapnel into his knee. He was wheelchair-ridden for months and still struggles to walk.
Tuesday, Seabees Briscoe and Petty Officer Frank Coffey, 36, who sat next to him on the convoy, were awarded the military's Purple Heart at a ceremony at Naval Base Ventura County.
"It was the one thing I regret and it was out of my hands," said Briscoe, who is based at Port Hueneme. "I was one of the few people I knew who actually wanted to go there."
Since the inception of the Iraq war, officials at Naval Base Ventura County have pinned Purple Hearts on nine sailors and awarded one posthumously.

And as of Nov. 26, the last date for which statistics were available, 15,881 men and women have been wounded while fighting the Iraq war. Nearly 2,000 of those wounded have been hit by an improvised explosive device or IED that comes in the form of a roadside bomb, mortar or rocket - the same way Briscoe was hurt.

Morton Blackwell, a prominent Virginia delegate, has been handing out the heart-covered bandages to delegates, who've worn them on their chins, cheeks, the backs of their hands and other places.
