WASHINGTON -- Rep. William Jefferson, D-New Orleans, expressed concern Thursday that Louisiana officials may be unintentionally discouraging residents and businesses from coming back to the area by making Category 5 levee protection the standard for recovery.
Jefferson said he supports an aggressive push for Category 5 protection, along with coastal restoration that can produce natural barriers to surging floodwaters.
But he said some residents and businesses are waiting for an ironclad commitment to Category 5 protection or perhaps even the start of construction before deciding whether to return to New Orleans.
