Senators and congressmen crafting the annual defense spending bill plan to meet this afternoon and adopt language to permit oil drilling on the Arctic National Wildlife Refuge's coastal plain.

Stevens hasn't been able to muster that many votes for ANWR in years, but ANWR drilling has never before been in this exact position: riding an end-of-session spending bill that is expected to pay for troops in wartime, help coastal states battered by two hurricanes and prepare for a potential worldwide avian flu pandemic.

Reickhoff, an Iraq war veteran, told reporters Friday in a teleconference with Sen. John Kerry, D-Mass., that the ANWR rider risks delaying the bill and would thus put more troops at risk. The ANWR rider also would hurt troop morale more than "any debate about the appropriateness of the war," Reickhoff said.

Anyone who supports adding ANWR legislation to the defense bill would have "no right to later claim that they support the troops," Reickhoff said.

Earlier attempts to approve ANWR drilling as a budgetary action to raise federal revenue stalled in the House when a few dozen dissident Republicans objected and no Democratic drilling supporters stepped up to fill the loss as they had in previous votes. The defense bill doesn't have the same problem, Renzi said.

"We can reach out to some of the Blue Dogs and pro-military guys who just need some cover to be able to say, you know, look, it was attached to must-pass legislation and in that way I had to go along with it," Renzi said.

5. Update: Kerry to lead filibuster if ANWR remains on Defense bill.
If the Senate votes to allow the provision to remain on the bill, Sen. John Kerry, D-Mass., has promised to lead a filibuster fight to block the bill.

House stays up late over GOP effort to open refuge to oil drilling

WASHINGTON - Republican leaders huddled into the morning hours today trying to ensure passage of a bill that would open the Arctic National Wildlife Refuge in northern Alaska to oil and gas exploration.

House GOP leaders worked to quell a rebellion by moderate Republicans unhappy with the strategy to attach the drilling language to a Defense Department spending bill.

The battle could become even more intense later this week in the Senate, where Democrats have vowed to try to strip the drilling language from the legislation.

Opening a portion of the refuge to oil and gas exploration has been the linchpin of the White House's strategy to boost domestic oil production and has been a major objective of the nation's oil companies dating to the Carter administration.

WASHINGTON - House lawmakers opened the way for oil drilling in the Arctic National Wildlife Refuge
as one of their last acts of an all-night session Monday bringing their legislative year to a close.

The ANWR provision was attached to a major defense bill, forcing many opponents of oil and gas
exploration in the barren northern Alaska range to vote for it. The bill, passed 308-106, also
included money for hurricane relief and bird flu preventive measures.

The vote came at 5 a.m. as bleary-eyed legislators struggled to wrap up their work for the year.
Democratic anger over the process was put aside briefly as lawmakers greeted Rep. Joe Barton
(news, bio, voting record), R-Texas, who returned to vote after suffering a heart attack Thursday.

what really sickens me is that so many unrelated provisions can be lumped together..... things should be voted on for their merit, not the merit of items with which it is lumped in with. I'm sure Democrats in their forty years of governance aren't innocent of this practice, but hey the lives of millions of animals and Americans are on the line with measures like this.....

What ever happened to transparency?

I see we give em HELL .. I am personally going to call my Rep's office today... son of a bitch!!!!!!! My REAL Representative Lloyd Doggett who does represent me if it weren't for the unconstitutional redistricting of Texas, as expected, voted against it.
