4. Glad to see Vermont listed.
Other members of the RGGI are Connecticut, Delaware, Maine, New Hampshire, New Jersey, and Vermont. Membership is open to other U.S. states.

Maybe this is the way to go, an end run around Bush.

8. could also do an end run, using municipal governments
Excellent point, ozone_man!

Most Americans live in towns and cities -- if you count the number of people in Seattle, and other places which are signing onto their own agreements, there are actually several million Americans now covered.

I believe that more than half of the states now have plans for adapting to, or even mitigating, global warming (like Vermont). My landlord works for the BC government, and he told me that the west coast states are having meetings to come up with their own CO2-reduction strategies. (The New England states have already signed an agreement with Canada's Maritime provinces.)

A lot of the things which have to be done in order to reduce emissions are at the local level (power generation, urban planning, etc.) -- I have to admit that here in Canada, the feds are talking a lot but not really doing as much as some US jurisdictions.

6. This is a very important rebellion against Bush Cartel policy on global
warming. And it reminds me of all the local town council/county supes resolutions on the Patriot Act, which eventually influenced Dem Congress critters to take strong action against it. Election reform is also happening this way--local movements, local activists. The Bushites are forcing us to get organized and get creative. I've often thought that their greed and crime are so naked, they are exposing every crack in the corporate rulers ugly campaign to destroy democracy here, for all to see, and that, if we survive this junta, we will be a better country for it. It may be hard to see now, with this criminal gang in charge, but I think the American people have a lot of good sense, and love for peace and justice. We are much, much more progressive than the war profiteering corporate news monopolies make it appear, and we will win, in the end--with a lot of new lessons learned.

9. Yes, this is an important break through and stance that can start many
new possibilities.

I hope the world will see that not all Americans support
the real evil doers.
