A Powerful House Republican Plans to Retire

WASHINGTON, March 6 — Representative Bill Thomas, chairman of the House Ways and Means Committee and a chief legislative architect of the Medicare prescription drug law and the Bush administration's tax cut agenda, announced Monday that he would retire at the end of this year.

Mr. Thomas is in the final year of his term as chairman, under Republican House rules limiting chairmanships to six years, and his announcement was not unexpected.
