City Has Itself to Blame for Terror Cuts, U.S. Says

The federal agency distributing $711 million in antiterrorism money to cities around the nation found numerous flaws in New York City's application and gave poor grades to many of its proposals.

Its criticism extended to some of the city's most highly publicized counterterrorism measures.

In a report that outlines why it cut back New York City's share of antiterrorism funds by roughly 40 percent, the Department of Homeland Security was so critical of some highly viewed local measures — like Operation Atlas, in which hundreds of extra police officers carry out counterterrorism duties around the city each day — that the Police Department and other city agencies must now seek further federal approval before drawing on the money they were given to pay for those programs.

In a flurry of charges and countercharges, federal officials said yesterday that the city not only did a poor job of articulating its needs in its application, but it also mishandled the application itself, failing to file it electronically as required and instead faxing its request to Washington.

City and state officials insisted that they had made no mistakes. And a state official provided a written acknowledgement from the federal government saying that the city's application for grant money has been "successfully submitted" and said that the city could "log in" any time to view the application....

13. this anal retentive stuff is typical of federal grants today
We write grant proposals for funds provided by Dept. of Ed. and have to follow a very strict format: number of pages, margins, font size, everything is spelled out and it must be transmitted electronically. One error and your grant proposal is round filed. The electronic filing makes some sense since it is easier to then transmit the grant to the readers who may be all over the country. They used have to pay to fly the readers to DC and put them up in hotels for a week or two to read the proposals.

15. Sure, but no one's gonna stand for that re: terror dollars.
The idea that lives will be sacrificed because New York City faxed instead electronically filed is grievously insulting to the intelligence of regular people and establishes DHS in the popular mind as a Byzantine bureaucracy that's helping Americans about as much as the Indonesian bureaucracy helps quake victims.

I mean sure, I'd demand standards too. But this is ridiculous.

just wasted anyway, aren't they? The dollars go into the pockets of already rich men.

If you swallow the fairy tale about the 19 box cutter wielders flying passenger jets into buildings, what good would a brazillion dollars have done?

10. You've got a point but, it's still total BS to deny on these grounds.
What's protecting NY from Osama is that Osama doesn't want the US to stop its war yet, or so I've heard. That's why he's been trying to peel Europeans off. He doesn't *want* the US to get hit hard enough that it'll stop mucking around in the Middle East this soon. That's not what Bush would say, but that line of thinking probably does a lot more to protect America than these terror dollars.

Having said that, I don't see why New Yorkers should care. This is simply an insult.

11. So many poorly written and organized grants are awared to cronies
by the government it would make you head swim. Just investigate the grant applications to NSA and NIH. You will find that "them that has gets even more" no matter how sloppy their grant applications are. And this has been going on for years. They will award whom they want to no matter what so this bullshit about NYC proposal being poorly written is bull crap. What is it tha the DHS doesn't understand about being ground zero for 9/11 and the focus of future attacks? It's all bullshit and designed to stick it to two blue voting areas and bring home the bacon to the red states.

16. Did NYC pick the wrong types of projects?
What percentage of the Projects would have federal funds going to payroll?

My impression is the program is to provide equipment and some unique specialty training. Both of which are viewed as having a long term value. e.g. Boats, cars, generators, camera systems, etc.
These do not come with any additional annual funding. Maintenance is the responsibility of the organization requesting the grant. This would also imply that eventually all of the special needs oof the municipality would eventually be met and no additional Federal funds would be required.

22. Labor Costs are the highest part of Security, not Capitol Equipment


If this program was meant to pay for capitol equipment then even NYC would have a hard time procuring 100mil / year in equipment and THEN paying for the personnel to operate and support it. Maintenance over the lifetime of the equipment can many times exceed the cost of the equipment.

MY guess is that 90% went to pay for NYC police overtime

If the money were to be used for salaries then the employees should be Federal, not local. Then they can be redeployed as needed to reinforce different targets. Or could be redeployed after Katrina.

First of all, why is nowheresville, WY and other states which have few major targets getting money? I mean, if we look at the way the money is distributed, the government cares more about some cows than dense population centers.

21. DHS has 2 functions: buying votes and hushing up 9/11.
Everything else is secondary or probably tertiary to those two goals. Ditto the rest of Junior's domestic policies.
