Bush to partners in Iraq: Pay up
Only $3.5 billion of some $14.6 billion pledged has been paid.

WASHINGTON – For nations that in the past have pledged to help Iraq rebuild, the United States has this message: Get out your checkbook.

In recent days, administration officials, from President Bush on down, have insisted repeatedly that it is time for others to live up to monetary commitments to Baghdad, most of them made in 2003.

"The international community has pledged about $13 billion to help this new government. Yet only $3.5 billion has been paid," said Mr. Bush on Monday in a commencement address to the US Merchant Marine Academy.

Iraq's security situation has discouraged many donors from pouring cash into the country. They don't want their aid used to pay for gun-toting guards, or for clinics or courthouses that might get blown up.

8. Coalition of the Wilting. And yes, weren't they promised a piece of the
action? What will they get for their money? More wreckage, death, and broken promises? Doesn't sound like a decent return on investment to me. Especially when you're called upon to bet your money on that lying weasel shithead.

5. I'm sure they'd be happy to pay up...
...if they thought the money would actually be used to rebuild anything, instead of lining the pockets of BushCo cronies and assorted 'security' consultants. Even if there was any 'rebuilding,' the new facilities would just be destroyed again in the ongoing civil war...oops, I mean 'limited insurgency.' Unlike Uncle Sam, other countries aren't all that enthusiastic about pouring billions of dollars down the drain.

7. They're Probably Waiting Until the "WAR" Is Over...
I mean, if they want to call it a "war", they shouldn't be surprised if nobody wants to pony up their hard-earned money (some countries recognize the value of their money--and don't take on DEBT as though it were AIR and they were OUT OF BREATH!) to "re-build" a country that's still in a "war"!

Hell, if I were them, I'd never pay up--or at least wait until the country can accept and use the money according to it's own determination of it's needs. Never in a million years would I give it if it was going to go to Halliburton or it's subsidiary KBR. Never.
