Germany to spark 'climate crisis'
The German government is about to trigger a new crisis in Europe's flagship climate policy, the Emissions Trading Scheme (ETS).

BBC News understands the German cabinet is likely to agree a deal that will reduce carbon emissions from industry by only 0.6% between 2004 and 2012.

The decision is likely to influence other EU countries, including the UK, which still have to set their own caps.

"I have been a big supporter of the EU ETS, but hearing the German news I feel more depressed than I ever have done about our ability to tackle climate change," said Professor Michael Grubb of the UK Carbon Trust, set up by the British government to help create a low-carbon economy.

Big business wins again. With the USA setting no limits at all, and Germany setting derisory ones, other industrialised countries are bound to follow, claiming they "can't hurt their industry".

We're all doomed, I tell you, doomed!

Say it to yourself at least once a day. After awhile, you start to get a certain philosophical calm about the end of the world. Of course, I don't have any children...

But the situation is even better.
ETS is part of the Economy ministry, not the environment ministry. So far, Germany hasn't participated in ETS at all, as the practice is to give away the pollution rights for free and on demand. The direct effect is that ETS is a major factor in rising greenhouse emissions - yes, that's right: the implementation of ETS makes matters worse and not better : only 10% of the rights can be sold, 90% have to be given away for free.
At the moment, power companies build coal plants, just to get more pollution rights (the on-demand part). Instead of using them however, the power companies sell the pollution rights, at least in part. To complete the perversions, they also raised prices by the value of the pollution grants - despite getting them for free.
