Iraq MP decries tough amnesty

IRAQI Prime Minister Nuri al-Maliki's tough conditions for extending an amnesty to Sunni Arab insurgents are unlikely to persuade them to disarm, an Iraqi MP said Thursday.

But even as Mr Maliki opened the door for talks with rebels, a foreign diplomat raised questions about the identity and importance of the armed groups reportedly in contact with the government.

"I see escalation of conditions" by the Sunni rebel groups, said Kurdish MP Mahmud Othman.

"The situation is getting complicated, as Mr Maliki said there will be no pardon for those who have killed Iraqis. How do you negotiate then and with whom?"

That was in apparent response to unease expressed by some US congressmen to the possibility that he might pardon those who attacked US troops.

In contrast, Mr Maliki said that "those who have no blood of Iraqis or security forces on their hands, our doors are open for them."
