Bush's India statement raises Congress concerns

WASHINGTON (Reuters) - A statement by
President George W. Bush issued in connection with the just-signed U.S.-India civil nuclear cooperation law has raised concerns that Bush may try to circumvent some of Congress' intentions, lawmakers and analysts say.

In the statement, Bush said his signature "does not constitute my adoption of the statements of policy (in the law) as U.S. foreign policy." Also in responding to reports mandated by Congress, he would consider how releasing data requested by lawmakers might "impair foreign relations."

"With his recent signing statement, once again the president has shown he views Congress as a nuisance rather than an equal branch of government under the Constitution," said Sen. Thomas Harkin of Iowa, a Democrat whose party will control a majority of the new Congress to be sworn in next month.

It was "outrageous that the president has repeatedly stated the greatest threat to U.S. national security is a nuclear Iran, yet explicitly rejects Congress' declaration that it shall be the official policy of the United States that India will not use its nuclear technology to help develop Iran's nuclear weapons arsenal," Harkin said in a press release.

1. But if he hadn't signed this we couldn't keep having nuclear Israel as
our welfare state. It is illegal for us to give money to those nations that don't sign the non-proliferation agreement and who have nukes and refuse inspectors. We are breaking US law by funding Israel and the world knows it.

Yet, trying to defend Israel VS. the surrounding Arab nations, dominated by Islamic fundamentalist nuts, or vice-versa, is like a choice between Dahmer and Charlie Manson.

Both sides in the Middle East conflict are fucked up. The Arabs fight and kill Jews, as well as each other. Arab states are usually governed by despotic regimes, which, in all fairness, we have supported throughout history (Iran, Iraq, Saudi Arabia, Jordan). Regardless, these regimes, as we all know, often have horrible human rights records. Israel is a constitutional democracy, but, as we all know, the military occupation has killed and displaced many Arabs. Citizens in surrounding nations will terrorize innocent civilians. The two sects in Islam kill each other continually over religious bullshit. Either way, both nations are abusers of human rights.

Point is: why even bother arguing over whether Israel is more fucked up than the Arab states, or vice-versa? The faster we withdraw all military forces from the Middle East and work on mediating peace over there, the better. Neither side is on any higher moral ground. They're both fucking crazy. We shouldn't be giving Israel weapons and we sure as hell shouldn't be propping up crazy dictatorships in Arab states. Arguing over which side is on a higher ground is fruitless.

why not address the issue as raised by the poster? The US is breaking the law by giving Israel financial aid under the NPT. Discuss.

3. US constitution gives the president TWO choices only ->
implement the laws passed by congress as written OR veto them. that's it.

if bush does not implement the laws or veto them, he should be impeached, tried, convicted, and removed from office.

Period.

Now if we just had a congress that would uphold the constitution....like they are sworn to do....

5. Sen. Harkin, I like to introduce you to George Bush. You obviously
have never met him, or heard about him. He runs his administration as though it were a dictatorship. He calls himself "The Decider" and "The Commander In Chief" and "The War President". He has been doing what you are complaining of for six years, now. Of course before, he had a Republican, Rubber Stamp Congress, who all looked the other way when he would act the Dictator. Mr. Bush is expecting the new Democratic Congress to do likewise. Whether you will or not remains to be seen, but the whole world will be watching starting Jan. '07 - count on it...

He called Cheney a coward years ago and demanded the Rummy resign but you never read about it because the media never reported it.

9. No offense to the OP but let's not get all in a huff about Congress's reaction
just yet anyway. They aren't in session so there isn't really anything they can do and they are home for the holidays anyway.

I do think that routinely slapping around the POTUS (figuratively of course) would do much for the Congress's approval ratings. Bush doesn't know that he is so inside a bubble he doesn't know which way is up.

19. All right. How about this for a strategy against signing statements.
We send him a bill saying all signing statements are null and void, and every citizen is bound by the laws as they are written. Specify that there is no executive privilege to ignore the law. He'll veto it. Then, we override.
