AFL-CIO Backs Bingamin-Specter Carbon Emissions Bill - 07/12/07

The AFL-CIO, the UAW and the United Mine Workers unions are all backing The Low Carbon Economy Act - a carbon emissions energy bill that would reduce carbon emissions while creating incentives to rebuild U.S. manufacturing. Bob Baugh is Executive Director of he AFL-CIO’s Industrial Union Council.

: “We actually need an energy policy for the 21st century that will result in a cleaner planet, greater energy efficiency and the revitalization of manufacturing base. It's important that we think in terms of our energy policy as an opportunity to enhance our economic situation and rebuild our manufacturing base in this country. We think this legislation takes an enormous step forward in doing both of those things."

Introduced by Democratic New Mexico Representative Jeff Bingamin in the House and Republican Senator Arlen Specter in the Senate, Baugh says it cuts carbon emissions while balancing economic concerns.

: “Our goal is to really incentivize and change the behavior of domestic producers - energy producers and manufacturers - in the right way. And not allow 'em to escape and run offshore - and take their credits they can get for this and go offshore and do production but to stay here and do it and incentivize that change."

The Sierra Club and other environmentalist groups oppose it, believing it doesn’t do enough to cut carbon emissions.
