White House upset over copy of Bush speech posted to U.N. website

Apparently, a marked-up draft of the president's speech popped up on the U.N.'s website as President Bush delivered his remarks this morning before the General Assembly, USA TODAY's David Jackson reports. The draft included phonetic spellings of some names and countries, and the cellphone numbers for Bush speechwriters.

Press secretary Dana Perino downplayed the incident, and said phonetic spellings are used to help interpreters. Asked if the president has trouble pronouncing some country's names, Perino deemed it "an offensive question."

"There was an error made," Perino said, noting it was not a final draft.

Update at 12:46 p.m. ET: Blake Hounshell at Foreign Policy says he has a copy of the speech that got the White House so worked up this morning. Here are some of the phonetic guides it included, according to the magazine's blog:

• Kyrgyzstan (KEYR-geez-stan)
• Mauritania (moor-EH-tain-ee-a)
• Harare (hah-RAR-ray)
• Mugabe (moo-GAH-bee)
• Sarkozy (sar-KO-zee)
• Caracas (kah-RAH-kus)

6. Dana Perino can spin all she likes but that certainly gives
us another glimpse into Bush's mind. I don't think he knows anything about those world leaders that he's supposed to be dealing with or he would know how to pronounce their names without phonetic spelling. He seems to do no homework whatsover to learn all he can about them. He just accepts the "good" and "bad" memes handed to him by his handlers.

Now we know the reason he over enunciates particular words. The really f'd up thing though is how he always looks like he's achieved some great accomplishment afterward. He probably looks that way after he has his morning bowel movement too. At least we can assume that he accomplishes that without the help of his rich friends, although I wouldn't be surprised to find out otherwise.

You're not president. Being able to speak about other world leaders and countries without making a fool of yourself is the minimum requirement. Look at that list. Sarkozy: president of a major European power, elected just a few months ago, when he was all over the international news. Mugabe, who's only led Zimbabwe for twenty-seven fucking years and should surely have impinged on Bush's consciousness at some point.

Is it really too much to ask that the POTUS be better informed about foreign countries than an airport announcer?

Notice how not all tough words are given a phonetic spelling. Words he undoubtedly has little exposure to, such as "humanitarian,"democracy," and "moderate" are not given this treatment. Obviously part of his speechifying involves him trying to read it and someone else noting the challenging words. How would you like to be a fly on the wall during that exercise.

I used to read news on the radio and the AP wire always had phonetic pronunciations, so you can avoid making mistakes that might offend or just make you look uninformed. For instance, Sarkozy you might be inclined to pronounce as sar-KOZ-ee, not sar-KO-zee.

I'm not a Bush apologist, but for a draft document I think it's perfectly fine to have phonetic spellings so the person reading it can prepare.

This stuff about the translators, however, is bullshit. "Mugabe" is "Mugabe" in both what you're translating from to what you're translating to. That was just a stupid claim by Dana.

Someone 'reading the news' is not expected to do anything other than say out loud what is on a piece of paper.

I realize our expectations have declined substantially of late, but one would hope and expect that a president of a large country, making a speech before the world, would have enough knowledge about what he was saying and the people and countries that he is talking about, that their pronunciation would be familiar enough to him (having discussed those things in depth) that he would not need a first grader's weekly reader to make an important speech.

I think there is a big difference here and just further demonstration that Bush is a clueless, sock puppet nitwit who doesn't have any fucking idea what he is doing. He is literally a puppet being given words to say, and he doesn't have any idea what he is doing,....at all

Sure, he's dumb as a stump, but at least he's trying to appear articulate, and using a pronunciation guide is a pretty standard deal. Most public speakers, TV talking heads, radio DJs, etc. use them. Sure, this seems really, really funny, but I would imagine that each and every single Democratic candidate has used them in the past and will use them in the future.

There are plenty of things to laugh at Bush about, but this isn't one of them. It's SOP for virtually all public speakers.
