Sensitive Guantánamo Bay Manual Leaked Through Wiki Site

A never-before-seen military manual detailing the day-to-day operations of the U.S. military's Guantánamo Bay detention facility has been leaked to the web, affording a rare inside glimpse into the institution where the United States has imprisoned hundreds of suspected terrorists since 2002.

The 238-page document, "Camp Delta Standard Operating Procedures," is dated March 28, 2003. It is unclassified, but designated "For Official Use Only." It hit the web last Wednesday on Wikileaks.org.

Anonymous open-government activists created Wikileaks in January, hoping to turn it into a clearinghouse for such disclosures. The site uses a Wikipedia-like system to enlist the public in authenticating and analyzing the documents it publishes.

Dakwar sees hints of Abu Ghraib in a section instructing guards to use dogs to intimidate prisoners. He also raises concerns over a section on the International Committee of the Red Cross, or ICRC, which indicates that some prisoners were hidden from Red Cross representatives.

The manual shows how the military coded each prisoner according to the level of access the Red Cross would have. The four levels are:

No Access
Visual Access -- ICRC can only look at a prisoner's physical condition.
Restricted Access -- ICRC representatives can only ask short questions about the prisoner's health.
Unrestricted Access

For crimes against humanity.

I normally abhor the death penalty, but publicly killing these treasonous bastards would send a strong message to any who would contemplate similar behavior and disdain for human rights.

Naturally, the traitors should be given a fair trial first, but I have no doubt that they'd be found guilty.

Just a few highlights I picked out, after 5 minutes scanning the document. Revolting.

The purpose of the Behavior Management Plan (Phase 1) is to enhance and exploit the disorientation and disorganization felt by a newly arrived detainee in the interrogation process. It concentrates on isolating the detainee and fostering dependence of the detainee on his interrogator.

6. For an admin who hate regulations on industry
they seam to have no problem formulating plenty of regulations for the troops to carry out in the performance of their "duties".

On August 23rd, 1973 two machine-gun carrying criminals entered a bank in Stockholm, Sweden. Blasting their guns, one prison escapee named Jan-Erik Olsson announced to the terrified bank employees “The party has just begun!” The two bank robbers held four hostages, three women and one man, for the next 131 hours. The hostages were strapped with dynamite and held in a bank vault until finally rescued on August 28th.

After their rescue, the hostages exhibited a shocking attitude considering they were threatened, abused, and feared for their lives for over five days. In their media interviews, it was clear that they supported their captors and actually feared law enforcement personnel who came to their rescue. The hostages had begun to feel the captors were actually protecting them from the police. One woman later became engaged to one of the criminals and another developed a legal defense fund to aid in their criminal defense fees. Clearly, the hostages had “bonded” emotionally with their captors.

While the psychological condition in hostage situations became known as “Stockholm Syndrome” due to the publicity – the emotional “bonding” with captors was a familiar story in psychology. It had been recognized many years before and was found in studies of other hostage, prisoner, or abusive situations such as:

* Abused Children
* Battered/Abused Women
* Prisoners of War
* Cult Members
* Incest Victims
* Criminal Hostage Situations
* Concentration Camp Prisoners
* Controlling/Intimidating Relationships

In the final analysis, emotionally bonding with an abuser is actually a strategy for survival for victims of abuse and intimidation. The “Stockholm Syndrome” reaction in hostage and/or abuse situations is so well recognized at this time that police hostage negotiators no longer view it as unusual. In fact, it is often encouraged in crime situations as it improves the chances for survival of the hostages. On the down side, it also assures that the hostages experiencing “Stockholm Syndrome” will not be very cooperative during rescue or criminal prosecution. Local law enforcement personnel have long recognized this syndrome with battered women who fail to press charges, bail their battering husband/boyfriend out of jail, and even physically attack police officers when they arrive to rescue them from a violent assault.

the ones who are expected to do all the work and take all of the chances....see through this suckers game of the "wealthy elite" and we're not 'buying in' anymore. Self-preservation of the ones who are ABLE to preserve/protect themselves and their family.....No, we're not gonna protect the sissified rich asses anymore who promise EVERYTHING and share NOTHING.....Hillary (Bill?)...I've always hated you guys....just "sayin".....

A US military operating manual for the Guantanamo prison camp dating from 2003 has been released on the internet.

The 238-page manual gives precise instructions for guards on handling prisoners and running the camp.

The US military said the manual seemed authentic but was out of date and should not have been publicly released.
