Krongard Recuses Himself from Blackwater Investigations

Howard "Cookie" Krongard said he's just learned that his brother is on Blackwater's advisory board and has formally recused himself from investigating the company.

Rep. Patrick Lynch (D-MA) asked when Krongard learned his brother, A.B. "Buzzy" Krongard was on Blackwater's board. Krongard said that he just learned about his brother's position, and had a single phone conversation with him in early October -- "about five, six weeks ago" -- in which Buzzy told Cookie that he didn't have "a significant financial interest" in Blackwater. Blackwater has multi-million contracts with the State Department.

Company spokeswoman Anne Tyrrell told me the advisory board was formed in the summer. I'm still trying to learn the exact date Buzzy joined up, but that would be before Buzzy's phone conversation with his brother. Cookie Krongard told Rep. Lynch that his brother didn't mention taking a position on the advisory board, although Buzzy "may have said" that Blackwater approached him about one. "I am not my brother's keeper," Cookie Krongard said.

Update: (Beginning of hearing), he said that his brother had told him that he wasn't on Blackwater's advisory board.

House GOP Report Defends State Dept. Official

A report produced by the Republican staff of the House Oversight and Government Reform Committee concludes that while State Department Inspector General Howard J. Krongard has "an extraordinarily abusive management style," charges that Krongard thwarted investigations into Iraq and was motivated by political bias cannot be supported by the evidence collected.

The 117-page report by the minority staff, prepared for a hearing today into Krongard's leadership of the IG's office, is an unusually tough broadside against the tactics of Committee Chairman Henry A. Waxman (D-Calif.). The report contends that Waxman jumped the gun by accusing Krongard in a Sept. 18 letter of a long list of failings before, Republicans charged, the committee had conducted a thorough investigation.


The report asserts that, other than Krongard's poor management skills, 10 of the 11 charges raised in the Waxman letter turned out to be wrong, misplaced or overstated.

"These issues were aired publicly with highly charged attacks against the IG for which there was no evidence, other than the unsupported allegations of current and former employees," the minority report says. It says that the "expenditure of time and taxpayer funds proving that the State Department IG is abrasive and abusive is itself an abuse of the Committee's authority."

Suspicious trading occurs on the stock of American and United, the two airlines hijacked in the 9/11 attacks. “Between 6 and 7 September, the Chicago Board Options Exchange purchases of 4,744 put option contracts in UAL versus 396 call options—where a speculator bets on a price rising. Holders of the put options would a profit of $5 million once the carrier’s share price after September 11. On September 10, 4,516 put options in American Airlines, the other airline involved in the hijackings, purchased in Chicago. This compares with a mere 748 call options in American purchased that day. Investigators cannot help but notice that no other airlines such trading in their put options.” One analyst later says, “I saw put-call numbers higher than I’ve ever seen in ten years of following the markets, particularly the options markets.” “To the embarrassment of investigators, it has also that the firm used to buy many of the ‘put’ options… on United Airlines stock was headed until 1998 by ‘Buzzy’ Krongard, now executive director of the CIA.” Krongard was chairman of Alex Brown Inc., which was bought by Deutsche Bank. “His last post before resigning to take his senior role in the CIA was to head Bankers Trust—Alex Brown’s private client business, dealing with the accounts and investments of wealthy customers around the world.”

I'd heard about this back then, but didn't know who was involved. Now this guy is back in the news for the Blackwater cover-up/conflict of interest/potential corruption/fraud, not to mention vast misuse of government funds. Holy Hand-Grenade!!
Seriously, how is he not a detainee at this point ?? I know I'm preaching to the choir on a DU message board, but can the media pick this up and run. Can yhe Dems please put and keep his name in the press. If Willie Horton is a household name, how can't we do the same with the Buzz?

Well, at least we know the name of one of them. May the dominos start to fall. Wishful, I know.

9. Technical Distinction May Exist
While I agree it is a conflict of interest, and demonstrates the crony in-group-isms of the modern corporate fascist regime - there is sort of a distinction. Being on an Advisory Board is a lesser role than being on the Board of Directors. The latter are legally obligated to perform governance; the former just pitch in ideas an strategy. This is enough wiggle-room for ethics charges.

WASHINGTON — The State Department's embattled inspector general suddenly removed himself Wednesday from investigations into security contractor Blackwater Worldwide, after belatedly acknowledging that his brother sits on a Blackwater advisory board.



The revelation came at a House of Representatives hearing that cited allegations from current and former State Department employees— and the Justice Department — that Inspector General Howard Krongard had impeded investigations into Blackwater and the construction of the $740 million U.S. Embassy complex in Iraq .

The allegations before the Oversight and Government Reform Committee added to the questions about Secretary of State Condoleezza Rice's management of the massive U.S. diplomatic presence in Iraq and of the State Department in Washington .

Krongard initially said that he was unaware that his brother, former CIA executive director Alvin "Buzzy" Krongard , had any financial ties with Blackwater. He said he'd asked his brother about "ugly rumors" concerning his relationship with Blackwater and had been assured there was none.

Krongard has stonewalled explosive allegations that the U.S. Embassy in Baghdad was built with the indentured labor of Filipino workers who were flown to Iraq at gunpoint. Rather than launch a formal investigation, Krongard announced he would personally tour the construction site — and then gave the contractor, First Kuwaiti, six months' advance notice of his visit and allowed the company to handpick the six employees he interviewed. In the summary report he dashed off to Congress, Krongard whitewashed the problem: "Nothing came to our attention," he wrote, "that caused us to believe" the allegations. At a July hearing, Krongard confessed to Congress that he took few notes during his "investigation," saying he didn't want to make the people he was investigating "uncomfortable."
