Bush Insults Kerry's Intelligence
Bush Insults Kerry's Intelligence
The president's latest attack is even more dishonest than the last.
By Fred Kaplan
Posted Tuesday, March 9, 2004, at 2:18 PM

Yesterday, President Bush told a crowd of supporters in Houston that, back in 1995, two years after the first terrorist attack on the World Trade Center, Sen. John Kerry introduced legislation to cut the intelligence budget by $1.5 billion. "Once again, Sen. Kerry is trying to have it both ways," the president said. "He's for good intelligence; yet he was willing to gut the intelligence services. And that is no way to lead a nation in a time of war." Bush further charged that Kerry's bill was "so deeply irresponsible that he didn't have a single-co-sponsor in the United States Senate."

Bush and his operatives are making a practice of mischaracterizing the voting record of the presumptive Democratic nominee. Two weeks ago, the Republican National Committee put out a "Research Brief" that flagrantly distorted Kerry's votes on weapons systems. (Click here for the real facts.) Bush's remarks yesterday are more dishonest still.

One thing is true: Kerry did introduce a bill on Sept. 29, 1995—S. 1290—that, among many other things, would have cut the intelligence budget by $300 million per year over a five-year period, or $1.5 billion in all.

1. So friggin' what
You can spend $1.24 on intelligence, or you can spend a gazillion dollars on intelligence....the issue here is how has Bush* used his "intelligence" to date? Bush* wants to frame the "war on terror" success based on the money spent? Too funny.

5. Chimpanzees who live in glass houses....
Gee -- wait till Kerry strikes back with His Chimperial Highnesses' record on counter-terrorism spending and programs.

What will people think when Kerry tells them that *Dick Cheney* was the official head of counter-terror measures, having been appointed in May 2001? Ooops, Dick!

What about the emphasis on missile defence systems-- when the enemy was able to take us out with some box cutters and a really cunning plan?

What about the screaming arguments between Ashcroft and Louis Freeh, who finally resigned in disgust and dismay because Ashcroft cut back on counter-terrror programs of the FBI, which Freeh considered critical to national security?

What about Little George being so bored by those long meetings about the threat to symbolic American and Jewish targets posed by terror cells inspired by Osama bin Laden that he was briefed about a number of times? What about Little George totally dismissing the decade long study of the terror threat to America done by Hart and Rudman, who pretty much predicted what happened to our nation on Sept 11?

Pound them, Kerry! Pound them!

Poor Bush, used by the Master Pubs and he don't even know it. He will be the fall guy while the Masters all load their SUVs with tons of Moola. History will recall Bush as the bad guy.

And what HE would have done with all the money that was no longer needed to fight the Cold War including billions for gathering intelligence on the former Soviet Union. Does he think there is ever a reason to cut back on the defense budget?

9. Intelligence Failure
The intelligence failure is between Bush's ears.

$300 million per year = 1% of the intelligence budget according to the article. BFD. Does anyone think we were getting our money's worth from that $28 billion budget? I thought the right wing mantra is/was to make the government spend the taxpayer's money more efficiently.

No matter how much money was spent on intelligence gathering, Bush still failed to make good use of what was available to him. They are trying to change the subject to "inside the beltway" details to distract from their own failures.

10. I always assumed that my
husband didn't pay too much attention to politics, but tonight he surprised me. We were watching c-span and my husband asked me if I ever noticed that when the * talked, he didn't really say anything. I told him yep, I sure did notice that. My husband is not very political and doesn't pay that much attention, so I'm certain other people are beginning see *'s lack of "intelligence" too. Can't wait to see *'s intelligence compared to Kerry's in a debate.

like Kerry's people explain Kerry's votes very well....this article did a great job of doing that. Kerry's people on the other hand have very lame explanations.....also, the people that Kerry sends to go on TV for him have not been very good either.

IQ rating in order:

2. 175 . James Earle Carter
3. 174 . John Fitzgerald Kennedy
4. 155 . Richard Milhous Nixon
5. 147 . Franklin Delano Roosevelt
6. 132 . Harry S Truman

9. 121 . Gerald R. Ford
10. 105 . Ronald Wilson Reagan
11. 098 . George Herbert Walker Bush
12. 091 . George Walker Bush

The six Republican presidents had an average IQ of 115.5.
The six Democratic presidents had an average IQ of 156.

> Presidential IQ.s (true not a joke)
> In a report published Monday, the Lovenstein Institute of Scranton,
> Pennsylvania, detailed its findings of a four month study of the
> intelligence quotient of President George W. Bush. Since 1973, the
> Lovenstein Institute has published its research to the educational
> community on each new president, which includes the famous "IQ" report
> among others.
> There have been twelve presidents over the past 50 years, from F.D.
> Roosevelt to G.W. Bush, who were rated based on scholarly achievements:
> 1. Writings that they produced without aid of staff 2. Their ability to
> speak with clarity, and several other psychological factors, which were

> The study determined the following IQs of each president as accurate to
> within five percentage points.
> In order by presidential term:
> Franklin Delano Roosevelt 142,
> Harry S Truman 132,
> Dwight David Eisenhower 122
> John Fitzgerald Kennedy 174,

> 156, with President Clinton having the highest IQ, at 182. President Lyndon
> B. Johnson was rated the lowest of all the Democrats with an IQ of 126.
> No president other than Carter has released his actual IQ (176).
> Among comments made concerning the specific testing of President G. W.

http://www.snopes.com/inboxer/hoaxes/presiq.htm

"Claim: According to a study by the Lovenstein Institute, President Bush has the lowest IQ of all presidents of past 50 years.
Status: False.

No, this isn't a real news report, nor does it describe a real study. There isn't a "Lovenstein Institute" in Scranton, Pennsylvania (or anywhere else in the USA), nor do any of the people quoted in the story exist, because this is just another spoof that was taken too seriously ..."

15. bush keeps bringing up subjects that Kerry can use to his advantage.
as bush approaches each one of these complex decisions Kerry made, it gives Kerry time for explanations, to show his thoughtfulness, one by one... and bush will stupidly spread it out evenly over time from now until the election, offering Kerry a way to show the way he thinks to the people who care... rove is very stupidly underestimating the intelligence of Democratic voters.

24. Trying to characterize the War in Iraq and 911 as...
An intelligence failure, due to a lack of funds by John Kerry will not work.

Bush was President...the onus was on him.

Point by point, Kerry will refute everything they are trying to pin on him. Every vote he has made, was reasonable, if not taken out of context.

When people see the video of Kerry in uniform in Vietnam, they simply won't believe he would do anything to hurt this country. If a picture is worth a thousand words, what is that video worth...priceless!

Everything Bushco is trying, is not working...look for some desperation moves, soon.

25. What scares me about this line of attack ...
... is that Kerry hasn't managed to come up with a short, effective response to it. All they've said is a lame line about "Kerry voted to cut waste from the budget." Yes, the real story on these votes is kind of complicated and doesn't easily lend itself to a sound - bite - length counterattack but they've got to do find one right NOW and get it out. The "Kerry voted to gut intelligence and against every weapons system" line is working for Bush; I'm hearing it parroted on talk radio already. Everybody reading this web site knows that Kerry has to immediately fight back as ferociously as Bush attacks but the candidate's staff doesn't seem to understand this critical point. I'm worried about what Kerry's poor response so far portends for the rest of the campaign.
