Iraqi anger at U.S. rises over sluggish rebuilding, unrealized dream
NIKO PRICE; The Associated Press

BAGHDAD, Iraq - Three months after President Bush declared major combat over in Iraq, some signs of normal life are back.

The roar of generators that filled Baghdad nights has quieted to a hum as central electricity becomes more regular. People who once begged for food are getting rations. Iraqi contractors are fixing decaying schoolhouses. Gunfire still pops in the streets, but less frequently.

Coalition administrators point to the increased Iraqi police on the streets, the growing crowds of shoppers in marketplaces and the beginnings of an Iraqi government.

The problem is, things aren't getting better fast enough

4. The U.S. and Britan have an obligation to help these people
It is not only a moral obligation, it is required by international law, the Geneva convention. the laws of occupying forces states the citizens must have their basic needs taken care of first. The oil fields were secured first. The list goes on like this. They have office supplies and the military is living in the presidential palaces, but the people do not have dependable electricity or running water. We have failed under international law.
