Washington PostTOKYO — Japan will scrap a plan to obtain half of its electricity from nuclear power and will instead promote renewable energy and conservation as a result of its ongoing nuclear crisis, the prime minister said Tuesday.
Naoto Kan said Japan needs to “start from scratch” on its long-term energy policy after the Fukushima Dai-ichi nuclear power plant was heavily damaged by a March 11 earthquake and tsunami and began leaking radiation.

I think this is a pretty good indication that the debate over nuclear energy has once again suffered a still birth. I have relatives in France who say this is still on the news everyday and even the strongly pro-nuclear energy French are having strong second thoughts.
Not to declare victory, but I think the debate has been negatively framed for the next 20 years or so.
