Orrin Hatch: The 'Poor' Should Do More To Shrink Debt, Not The Rich

WASHINGTON -- Sen. Orrin Hatch (R-Utah) voted against beginning debate on a measure that would have the Senate declare the rich should share the pain of debt reduction Thursday, a day after arguing that it's the poor and middle class who need to do more.

"I hear how they're so caring for the poor and so forth," Hatch said in remarks on the Senate floor Wednesday, in reference to Democrats. "The poor need jobs! And they also need to share some of the responsibility."

But it was Hatch whose remarks Wednesday raised the idea that the wealthy are already doing too much, even as the nation's effective tax rates are at modern lows since the Bush administration slashed rates in 2001 and 2003. In his view, it seems, the middle class and poor should be picking up the slack.

"The top 1 percent of the so-called wealthy pay 38 percent of all income tax. The top 10 percent are paying 70 percent of all income tax," Hatch said. "The top 50 percent pay somewhere near 98 percent of all income taxes. 51 percent don't pay anything," Hatch said, suggesting the payroll taxes that the poor and middle classes pay towards Social Security yields them an especially generous benefit.

Living as a liberal in Utah can be downright dangerous... I've been harassed at work, fired from jobs, and physically accosted because I won't back down. The religious nutjobs in my state make me weep for the future of our country.

From Wikipedia (http://en.wikipedia.org/wiki/Distribution_of_wealth): "In the United States at the end of 2001, 10% of the population owned 71% of the wealth and the top 1% owned 38%. On the other hand, the bottom 40% owned less than 1% of the nation's wealth."

Hatch and the Republicans repeating these talking points are being slippery in a three ways: 1) They're talking about "income", not wealth; 2) they're talking about income tax, and ignoring other taxes, especially Social Security taxes; and 3) they're counting on Americans misperception of income and wealth distribution. A fourth thing 4) is they ignore the cost of the basic necessities of life.

1) On income vs. wealth, the top 10% by Adjusted Gross Income make about 46% of income (http://www.taxfoundation.org/news/show/250.html) but own 71% of the wealth. That "income" does not include unrealized capital gains. Change in wealth does not equal "income" for tax purposes. If your net worth increases by $100 million, you might not have any taxable income on that $100 million, unless you cashed in some of your investments.

2) Income tax is designed to be "progressive" (means the rich pay a higher rate). Sales taxes, lotteries, and Social Security taxes are not. With Social Security taxes in particular, the income cap really, really benefits the rich. Above $106,800, you pay no more SS tax. If you make $106 million, you pay the same as if you make $106K--$16,340 (.0153% vs. 15.3%).

3) Americans always, always underestimate wealth and income inequality. Where do you think the 50th percentile is? I was shocked, really shocked to learn the 50th percentile of AGI is about $33,000. How do HALF of Americans live on that? Senator Hatch, that is why they pay so little tax (not zero like he said, but only about 3% of income tax, much more of total taxes).

4) The necessities--food, clothing, shelter, transportation--eat up all the income of the lowest 50%. In fact, another post (I have lost the link to) estimated a family needs about $50,000 to meet basic needs in today's America. Below that level is real poverty. Meanwhile, the top 10%, who all make more than $113,000 in AGI, have plenty left over after paying for a nice house, two or three nice cars, good clothes, and eating out (not at drive-through windows) a few times a week.

50 to 65 percent of Americans are poor. What we think of as "middle class" is probably around the 65th to 85th percentiles. The 90th to 99th percentiles are making pretty good money. The top 1%, starting at $380K a year in AGI, is quite wealthy (38% of all the wealth owned). And the top 400 are frakkin' billionaires.

could a story about how BADLY the bottom 90% of income earners have done over the last 30 years be demagogued into a bullshit talking point about how badly the poor bloated plutocrats and economic royalists in the top 10% are being treated. "Oh, poor billionaires! They've soaked up nearly 80% of the economic prosperity over the last three decades. But it's a double edged sword, so it is! Now they're being forced to support all those "freeloaders" in the bottom 50% who've become so poor that they fall below the minimum level of income needed to trigger income tax. And actually, the top 10% may be paying 70% of the taxes, but they have more than 70% of the income. Their tax rate is dis proportionally small because they're paying mostly Capital Gains tax at 15%.


It would only be fun to watch Hatch and the other GOP servants to the banksters play the violin on the Senate floor, repeating those talking points over and over again IF the MSM would actually call them on the bullshit. And point out that the reason the top income earners are paying such a large portion of the taxes is because they've absorbed a HUGELY disproportionate amount of the wealth. But since the MSM is NOT pointing that out, this is all just very sad and disturbing.

How about some sensible planks in the Democratic party platform?
1. If elected, we'll slap a 5% surtax on everybody earning more than $ 1 million per year.
2. If elected, we'll slap a 10% surtax on everybody earning more than $ 10 million per year.
3. If elected, we'll fix the Capital Gains tax so that you only get the 15% tax rate if you invest in AMERICAN COMPANIES. (If you're going to insist on continuing to invest in Chinese companies that are trying to drive American companies out of business...fine, if you want to be un-american in the way you earn money you can pay 39% like everybody else. American taxpayers are not going to subsidize you for putting them out of work!)
4. If elected, we'll bring in the 5 year payroll tax holiday for ppl who've been unemployed longer than six months.
5. If elected, we'll have a ONE TIME ONLY, zero percent tax on money repatriated from tax havens, AND THEN WE'RE CLOSING THAT F-ING LOOP HOLE! If you try to bring any of your money back from the Bahamas NEXT year, you're paying 39% or more.

for the top 1%.

They make truckloads of money off of defense contract dividents, you get a tax CUT, and while your kids are learning the Skull and Bones secret handshake at Yale it's all those poor peasants who had to join the Army Reserve to pay their way through college who have to go and get their asses shot off.

I'm convinced we wouldn't have fought a SINGLE WAR since Korea if we had the following simple policy:

NATIONAL WAR ACT: Any military action that requires more than 20 000 troops, and lasts longer than six months TRIGGERS AN AUTOMATIC LOTTERY DRAFT, an AUTOMATIC TAX INCREASE, and an AUTOMATIC WINDFALL TAX OF 10% ON ALL DEFENSE CONTRACTORS.

The class war was over in 2000. We lost. The decisive battle for the middle class was lost when the supreme court puppets, carefully put in place by the plutocratic class a decade earlier, appointed G.W. as President. Banana Republic....here we are.

The fact that the supreme court has overturned campaign finance laws on how much corporations can spend to distort the democratic process, and given (international) corporations the same status as (really BIG) people...people who enjoy the same participation in the democratic process as a person while not sharing the same LIABILITY for malfeasance...

A facade of an FEC that doesn't even bother to trace money sources in elections, and frankly doesn't even CARE if it's coming from David Koch OR Hugo Chavez (personally, I think Chavez could start using oil money to buy some U.S. elections too. Why not?)

A facade of an SEC that doesn't even bother to check if Goldman Sachs is selling their own customers CRAP, and then shorting the stuff they sell them and making a fortune off their own customers' misery.

The fact that the plutocratic corporate elites aren't even bothering to HIDE their influence peddling anymore indicates that the class war is over, and this is either just a mop up operation, or an OCCUPATION with a Vichy-style puppet government.

And remember that even the poor who pay no income taxes still pay regressive sales taxes, property tax, and other taxes.

And BTW, you can try to move to the right of Attila the Hun, but the Tea Party in Utah is still going to take you down in the next election. And when that happens I'm going to laugh my ass off.

I'm glad you brought that up. If the middle class and poor have more money, that money goes back into the economy, where if it goes to the rich, as has been demonstrated this last 10 years now, it does not. They just keep it locked up and get interest on it. Above what they spend on merchandise and on yachts, it doesn't go to hiring new employees, because if it did the unemployment rate wouldn't be through the room.

How there are still people around who believe that "you can't take money away from those who make jobs," and "why punish success," I can't understand. During all this tax break time, we've had two damned wars going on. Could you imagine a culture in the 40's that didn't believe in sharing the burden? Could we have won WWII without the much higher revenue collected from the top 1%? Hell no. Now, the sacrifice is purely on the middle and lower classes. If they are struggling to eat, and pay rent because they don't have jobs because companies slashed workers and now have one worker doing the work of three people for bupkis, there is less money going back into the economy in sales taxes. There are fewer purchases of clothing, cars, electronics, etc.

Not to mention, there has been proof that the unemployment rate and economies to better during times of higher tax rates for the rich. It's not like were saying to go back to the 90% tax bracket on earnings over 250 thousand. Can we just go back to what it was under Clinton, for crying out loud?

I doubt any of them get it from their high and sheltered perches in our society. the current state of affairs we are in was created solely for the benefit of those on the upper rungs. The "trickle down" promise that we've been screwed over with for 30 years has broken the backs of the working middle class, the very backs that they used to balance the national checkbook on as the upper crust was rewarded with more and more tax breaks. They were supposed to respond in kind by providing jobs with decent pay and benefits in exchange for those tax breaks. They welched, they lied. They offshored, laid off, engaged in union busting and have denigrated and called American workers every nasty name they can think of. They erected a multi billion propaganda ministry to keep us divided and to somehow keep enough common folks voting for their guys and against their own interests. Now this asshole turns around and DARES to demand from the very people who have been increasingly assaulted by their economic violence for the last 3 decades?

Fuck him and the Bachmann he rode in on, if they want that other 51% to pay more taxes, here's an idea. Provide jobs for that 51% that pay enough to put them up into the taxpaying brackets.... like the mealy-mouthed welching bastards promised they would when they started this insanity 30 years ago. Like they keep promising EVERY SINGLE TIME the aristocratic class comes crying for another government handout.

Otherwise, him and all his well heeled buddies can blow it out their asses, I've had my goddamn belly full of it! :grr: :mad:

It's not about income taxes for the commoners.....it's about total tax burden. All the myriad fees we pay imposed on us by local and state governments. Gas taxes, sales taxes, fees for this and that......they add up.

Does anybody have a good source for a state by state comparison of total tax burden by income level?

Never found one and that's the point we need to keep hammering home.

The poor pay plenty of taxes.

I've never read anything specific about what proportion of their income the poor pay in taxes--the taxes and fees on the essentials that you mentioned, plus payroll tax, plus health insurance--compared with the rich. I can't imagine that the numbers are anything other than completely sickening. Not that any of those data would change Hatch's mind--only campaign donations would do that.

not paying too much in taxes. In fact, they are paying too little. What people like Hatch would want are either a flat tax or consumption tax (which really would be unfair - to the poor.) At least the Repukes aren't hiding their disdain for the poor anymore.

it's all those other taxes that corporations and the wealthy gets a complete pass on, that they don't pay. This is a shopworn ploy. Income tax is only a slice of the national revenue pie. The poor already have footed the bill for the rich by having to pay for things their tax money used to provide them for free, or go without.

I know I'm preaching to the choir here, but I had to get that one out.

This is upper,middle and lower middle class groups. Not million/billionairs. If you make lower than 33K you shouldn't have to pay one red penney as far as I'm concerned. We're in the top 25% and have no problem with the bottom 50 paying little or nothing.

This is the typical "Mormon" polical bullshit. They are always pulling this shit in Utah. Several years back orrin hatch's ass buddy Mike Leavitt changed the taxes on vehicle registration. They use to go by Vehicle value, but now they go by year or the vehicle, so some guy driving a 2010 Ford focus pays the same tax as some rich asshole with a Bently Azure. They also refused Federal money to extend unemployment benefits, But they give away billions in tax dollars to "draw" Businesses here. I just wish people here weren't so fucking stupid and vote these assholes out of office, But in Utah it doesn't matter how badly you fuck people over, As long as you are Mormon and Have a R next to you'r polical affilation.
