Bremer First Heard of Abuse Allegations at Abu Ghraib in January; ICRC Says It Reported Ill-Treatment Last Year

BAGHDAD, Iraq (AP) - U.S. administrator L. Paul Bremer first heard of allegations that troops were mistreating Iraqi captives at Abu Ghraib prison in January, a spokesman said Friday. The Red Cross claimed it had been warning of prisoner abuse throughout Iraq since the very beginning of the U.S.-led invasion.

Bremer's spokesman, Dan Senor, said he did not know when Bremer first saw the photos of abusive acts. It was the pictures, not the initial announcement of the investigation, that ignited international outrage.

In mid-January, Lt. Gen. Ricardo Sanchez, the commander of U.S. forces in Iraq, announced an investigation into allegations of mistreatment of prisoners at a coalition detention facility in Iraq - prompted by complaints of a U.S. guard at Abu Ghraib who told his superiors he could not tolerate abuses he had witnessed.

"Ambassador Bremer was made aware of the charges relating to the humiliations in January 2004," when the investigation was announced, Senor told reporters.

1. We could ask the ICRC chairman for Iraq, but......

The ICRC Iraq chief, Barzan Umar Ahmad and his wife Sazane were found murdered in April.

3. Do they really think they can lie any time it feels convenient
Yea after they send a Two Star out to check it out then, and bury the story. Sounds like they been trying to cover their arses for quite awhile if you start to dig. They let the dogs out then say we didn't even know they got out?

6. And in May, 2003
Red Cross denied access to PoWs

Up to 3,000 Iraqis - some of them civilians - believed to be gagged, bound, hooded and beaten at US camps close to Baghdad airport

The United States is illegally holding thousands of Iraqi prisoners of war and other captives without access to human rights officials at compounds close to Baghdad airport, The Observer has learnt.
There have also been reports of a mutiny last week by prisoners at an airport compound, in protest against conditions. The uprising was 'dealt with' by the Americans, according to a US military source.

The International Committee of the Red Cross so far has been denied access to what the organisation believes could be as many as 3,000 prisoners held in searing heat. All other requests to inspect conditions under which prisoners are being held have been met with silence or been turned down.

There is circumstantial evidence that prisoners are being gagged and hooded, in the manner of the Afghans and other captives held at Guantanamo Bay in Cuba - treatment in itself questionable under international law.

Irene Kahn is the secretary general of Amnesty International

KAHN: AMNESTY INTERNATIONAL REPORTED 'PATTERN OF TORTURE' BY U.S. IN IRAQ TO BREMER A YEAR AGO

"I wrote to Paul Bremer, the U.S. administrator in Iraq, in July of last year to draw his attention to these allegations of torture. We were told that the U.S. military had looked at these cases, and there was nothing to them."

8. Bremer responded to the letter
in July so it meant he read the allegations. He knew.

9. Total BS. He knew, they ALL knew!
The IRC knew last year, as did David Kay. Liars. This scandal is enveloping the Bush campaign, and destroying every stupid photo op, phoney report they're trying to release right now. Once again, the Bush people are defending themselves. Can we have the election tomorrow please?

10. Bremer knew in NOVEMBER according to this guy
BAGHDAD (AFP) - Former Iraqi human rights minister Abdel Basset Turki said US overseer Paul Bremer knew in November that Iraqi prisoners were being abused in US detention centres.

"In November I talked to Mr Bremer about human rights violations in general and in jails in particular. He listened but there was no answer. At the first meeting, I asked to be allowed to visit the security prisoners, but I failed," Turki told AFP on Monday.

"I told him the news. He didn't take care about the information I gave him." The coalition had no immediate comment about Turki's meeting with Bremer.
