General Told MPs to `soften Up' Prisoners (MG Miller)
By ROBERT BURNS, AP Military Writer

WASHINGTON - An American general recommended that Army prison guards in Iraq (news - web sites) become more involved in "softening up" prisoners for interrogations shortly before abuses occurred at the Abu Ghraib prison last fall, according to an internal report at the heart of the controversy. It is a role that military police are not trained to perform and are prohibited from doing, the Army says; that led members of Congress to press Defense Secretary Donald H. Rumsfeld on Friday, largely unsuccessfully, for details on what role MPs played at the troubled prison.

Sen. John McCain, R-Ariz., asked Rumsfeld whether military intelligence or the MPs' direct commanders had authority over the military police prison guards at Abu Ghraib and what the MPs' instructions were.

Rumsfeld said authority over the guards had "shifted over a period of time."

The Guantanamo Bay prison complex was run by Maj. Gen. Geoffrey Miller. In late August 2003, Miller conducted an inquiry on interrogation and detention procedures in Iraq and suggested that prison guards could help set conditions for the interrogation of prisoners, according to the Taguba report.

Most of the alleged abuses at Abu Ghraib took place from October to December 2003.

Gen. Miller set to command Iraq prisons

By PAISLEY DODDS
ASSOCIATED PRESS WRITER

SAN JUAN, Puerto Rico -- The Army major general appointed to run Iraq's prisons in fallout of a major scandal weathered controversy in his last assignment overseeing the detainment center at Guantanamo Bay, Cuba.

Maj. Gen. Geoffrey Miller spent more than a year at Guantanamo Bay, boasting that detainees there had become much more cooperative during his time there. But he was in charge during a time when one interrogator was accused of espionage and human rights groups leveled their most scathing criticism at the camp.

16. Geoffrey Miller
Remember this Geoffrey Miller character, because he's going to play an important role in figuring out the motivation behind the tortures in Iraqi prisons. By pointing out that they are using the same methods to extract information in both Guantanamo Bay and Iraq, we can easily discard the so called "a few bad apples" B.S.

Sanchez is the person that had him promoted to Abu Ghraib, keeping it in the family, perhaps.

20. Sy has new article in New Yorker.... Sanchez issued orders
<<General Sanchez agreed, and on November 19th his headquarters issued an order formally giving the 205th Military Intelligence Brigade tactical control over the prison. General Taguba fearlessly took issue with the Sanchez orders, which, he wrote in his report, “effectively made an MI Officer, rather than an MP officer, responsible for the MP units conducting detainee operations at that facility. This is not doctrinally sound due to the different missions and agenda assigned to each of these respective specialties.”>>

IO COMMENTS ON MG MILLER’S ASSESSMENT

1. (S/NF) MG Miller’s team recognized that they were using JTF-GTMO operational procedures and interrogation authorities as baselines for its observations and recommendations. There is a strong argument that the intelligence value of detainees held at JTF-Guantanamo (GTMO) is different than that of the detainees/internees held at Abu Ghraib (BCCF) and other detention facilities in Iraq. Currently, there are a large number of Iraqi criminals held at Abu Ghraib (BCCF). These are not believed to be international terrorists or members of Al Qaida, Anser Al Islam, Taliban, and other international terrorist organizations. (ANNEX 20)

2. (S/NF) The recommendations of MG Miller’s team that the “guard force” be actively engaged in setting the conditions for successful exploitation of the internees would appear to be in conflict with the recommendations of MG Ryder’s Team and AR 190-8 that military police “do not participate in military intelligence supervised interrogation sessions.” The Ryder Report concluded that the OEF template whereby military police actively set the favorable conditions for subsequent interviews runs counter to the smooth operation of a detention facility. (ANNEX 20)

.... Now WTF is he doing Back in Iraq RUNNING the Prisons?!?

4. A Timeline of the Abuse Controversy
Edited on Fri May-07-04 05:31 PM by maddezmom
By The Associated Press

A timeline of the military's investigations into conditions at Abu Ghraib prison and elsewhere:

_ Aug. 31-Sept. 9, 2003: Maj. Gen. Geoffrey Miller, who runs the military prison for terror suspects at Guantanamo Bay, Cuba, conducts an inquiry on interrogation and detention procedures in Iraq (news - web sites). He suggests that prison guards can help set conditions for the interrogation of prisoners.

_ October-December 2003: Many of the alleged abuses at Abu Ghraib take place during this time period.

_ Oct. 13-Nov. 6, 2003. Maj. Gen. Donald Ryder, provost marshal of the Army, investigates conditions of U.S.-run prisons in Iraq, including Abu Ghraib. He finds problems throughout the prisons. Some units, including the 800th Military Police Brigade, did not receive adequate training to guard prisons, he notes. He also says military police (MPs) should not assist in making prisoners more pliable to interrogation, as their job is to keep prisoners safe.

~snip~

_ April 30: The military announces Miller has been put in charge of U.S.-run prisons in Iraq.

NOTICE: it's announced Miller has taken over the prison, but in interviews it seems like he has been in charge for a month or so before it was formally announced. (sorry for the run on sentence...but I feel this guy is bad news)

10. Bush is the master planner. Bush watched the torture via web cam
and/or satellite feed. I can feel it in my bones. I'm usually never wrong when I can feel it in my throat. I've got a sixth sense for these things.

Edited on Sun May-09-04 08:56 AM by maddezmom
He defends his strategy at Iraqi prison

Baghdad -- The U.S. general who heads Abu Ghraib prison defended his strategy to have prison guards help prepare detainees for interrogation, a recommendation that he made just before the worst of American abuses of prisoners occurred.

Maj. Gen. Geoffrey Miller, chief of interrogations and detentions in Iraq, said Saturday that a series of recommendations he made after a tour of the prison last summer had played no role in the subsequent abuse and humiliation of prisoners by U.S. guards. Widely published photographs of the abuses have caused a crisis for the Bush administration over its Iraqi war policies.
~snip~

Administration officials spent the weekend reviewing hundreds of photographs collected as part of the investigation, some showing additional instances of humiliation of captives and many consisting of heterosexual pornography involving soldiers in uniform. Senior military officials said the images, including digital video files, depict stunning physical abuse of prisoners in Iraq.

"It's not snapshots of people pointing at detainees -- it's live-action abuse," said a Pentagon official who spoke anonymously because the videos had not been released. "It's horrible."

Some White House officials pushed for the immediate release of the photos. But the Pentagon held back and instead considered offering viewings to Congress.

If the Dems are like a growing number of Americans like myself, they will want THE TRUTH, for a change.

My fear is that as an American who is a Republican, I'll not be able to recognize it after all the LIES TOLD BY BUSH and his company.

My true feeling! Here is some more truth, I used to listen and believe Robertson, Fallwell, and Linbaugh. They have proven that they are in this mess with Bush and got all loyal Americans into this mess!

No, this is not going away!

The Awakening is UNDER WAY. At LAST. And this was NOT the only such post that I saw, just skimming through the last handful of a huge load of them.
