Gang indictment includes terror charges

Members of a brutal Bronx gang accused of terrorizing their neighborhood have been indicted by a grand jury on murder and other charges as acts of terror under the state's anti-terrorism statute, the first use of the law against a gang.

It's not illegal to coerce a population.

So, is a labor strike coercion of a population? What about civil disobedience intended to disrupt a particular population, such as marching in a way that distrupts traffic.

Is their a legal definition of coercion that is different than the dictionary definition?
