WASHINGTON - Trying to showcase the softer side of his political agenda while banking more money for the Republican Party, President Bush (news - web sites) is highlighting religion-oriented initiatives aimed at helping the poor.

Appearing at Concordia University in Mequon, Wis., the largest Lutheran university in North America, the president will speak to the obligation of individuals to help make the country a better place and a more compassionate society, and he will detail the role he feels the government should play in those efforts, White House aides say.

He told a gathering of conservatives Thursday night that they need not fear that he'll waver on Iraq, promising "America will finish what we have begun" despite rising international concerns over American conduct and an increase of violence directed against Americans.

Bush's push to expand the role of churches and religious charities in government programs is a cornerstone of his "compassionate conservative" agenda, but it has caused controversy in Congress from the start. Opponents worry that government would wind up paying for religion.

Both Pace and Wolfowitz said such treatment would appear to violate the Geneva Conventions. But they said they weren't familiar with the interrogation techniques approved for use in Iraq.

4. No one has mentioned the inefficiency of church-sponsored social
programs. One question sums it up: "How does the GAO go about monitoring the tens of thousands of churches that will get government money?" It's impossible. There will be no way to ensure that the people that are meant to get that money, will get it. What is more likely is that some of the money will be shifted to other church purposes; and/or the money will be used as bait to convert people; and/or the church will put their own constituents on the dole.

10. Maybe this is why all these new churches are appearing out of thin air
Churches have been sprouting up like mushrooms in my area, and now I'm wondering if they're anticipating a flush of federal money. But maybe that's too much of a stretch.

Meanwhile, he and his Republican buddies are pressing forward as quickly as possible to implement the old Grover Norquist plan of driving the federal government into bankruptcy in order to abolish the New Deal safety net programs.

It's scary.
