BAGHDAD, Iraq -- U.S. Secretary of State Colin Powell said Saturday that American officials will deal with chain-of-command issues as they investigate the Iraqi prisoner abuse scandal.
Speaking to the World Economic Forum in Jordan, Powell said the photos of prisoner abuse at Iraq's Abu Ghraib prison shocked all Americans and do not reflect the values of the military or the nation.
Powell also pledged that justice will be done and that any problems involving the chain of command will be "dealt with."

Powell acknowledged that the scandal has made many people in the Mideast question America.
"We will make sure that any problems we had within our system of command are dealt with," he said. "I want you to know that you are about to see American democracy in action."
