All democrats present voted no so that is good. But, republicans have the majority so there isn't much we can do. Maybe we can win in the Senate. Olympia Snowe (R-ME) and Ben Nelson (D-NE) are probably the key swing votes there.
I don't think that there are PAYGO provisions for the tax cuts and Olympia Snowe, Susan Collins and Ben Nelson wanted PAYGO for tax cuts. They probably will resist voting for the budget and Lincoln Chafee and John McCain will almost certainly oppose the budget. So, the republicans are going to have to persuade those senators somehow if they want to pass the budget.
Republicans voting no: Trent Franks (AZ) Jim Gerlach (PA) Virgil Goode (VA) Joel Hefley (CO) John Hostetller (IN) Walter Jones (NC) Ron Paul (TX) Rob Simmons (CT) Chris Smith (NJ)
Members not voting: Frank Ballance (D-NC) William Delahunt (D-MA) JD Hayworth (R-AZ) Jim Leach (R-IA) Billy Tauzin (R-LA)
