The commission, which completed two days of emotional hearings in Manhattan last week, is drafting a blueprint for how Congress and President Bush can revamp the system that allowed 19 hijackers to conduct the most deadly terror attack in U.S. history.
The panel's head, Thomas Kean, said he and the other commissioners are aware that many of the nearly 20 major recommendations they intend to make might not be enacted.
"It's something we've talked about," Kean said. "We've got to say things in the report that, if there's not the political will now, there will be recommendations leaders can turn to later."
