KC schools released from court control

For the second time in four years, U.S. District Judge Dean Whipple today released the Kansas City School District from federal court control.

In a 31-page order, Whipple said the school district had sufficiently closed the portion of the achievement gap between black and white students that could be attributed to the vestiges of segregation. Addressing the gap was the one remaining issue in the desegregation case, which was filed May 26, 1977.

"The Kansas City, Mo., School District has removed the sole remaining vestige of prior discrimination, and it is unlikely to discriminate against African-American children in the future," Whipple wrote in his decision. "Thus the (district) is in compliance with the 14th Amendment of the United States Constitution."

I read the article, but it is clear that the idea of bussing didn't work either. So I don't know what the solution is.
