Why $87 Billion, When $67B Covers Expenses?

What is the extra $20 billion in the $87 billion request for besides the obvious election angle? Look what’s actually going down on the ground in Iraq and here.
The most powerful industrial/commercial/ military complex ever, is refining the techniques and technology of large scale urban pacification and surveillance. A very expensive undertaking.
