Kucinich had been charging that CEI was attempting a hostile takeover of Muny Light to give the investor-owned firm a monopoly...

Then known as Muny Light, the plant had lost its generating capacity and was buying power wholesale from CEI to resell at a profit. Kucinich rallied his political supporters to oppose CEI's move, adapting the '60s phrase "Power to the people."

At the urging of CEI, U.S. marshals, armed with the court order, fanned out across the city and red-tagged city assets, from vehicles to chairs, as collateral to pay the debt.

The move created a public relations nightmare for CEI and the company. Kucinich said CEI's brazen move was proof enough that CEI wanted Muny Light out of business...
