Uh, well, during the Vietnam War.
From the Akron Beacon Journal, 11/6/1968, and the beloved President was a Dem, and the support of the Republicans ... who claim that they keep America safe:

Heading: Why Did Johnson Wait So Long To End Bombing Of N. Vietnam?
To The Editor:
Thursday night I burst out laughing and I could not stop until my laughter had turned to bitter tears. President Johnson had announced an end to the bombing of North Vietnam.
Who was he trying to fool? He made this big announcement just a few days before the election.
Where was the announcement when almost 30,000 of us needed it to get our precious sons back home alive? Where was Mr. Johnson when the Pueblo was captured by North Korea and he did nothing?...
We have become the laughingstock of the world and President Johnson has done nothing to stop it. Our wonderful United States has been degraded. Does the President expect the American people to thank him for calling a bombing halt?
If and when this terrible, uncalled-for war ever ends, the credit for ending it will not belong to Mr. Johnson. He had years to do something about it and waited while American boys died, 10,000 miles from home.
As a mother whose son's blood reddened the sands of Vietnam, I can speak out and no one will condemn me for appealing to the people of America to do something about this great farce.
Let us end these eight years of nightmare and try to pull out of the mud and mire and struggle to regain the place on the pedestal the world has placed us on before Vietnam.
God give us a man with the courage and strength to lead us back to pride again.

To The Editor:
Was the bombing halt politically motivated? Perish the thought.
The aspect of the bombing halt that bothers me most, however, is: How many of our boys died while the decision was delayed until the proper political moment?

To The Editor:
Hanoi demanded we stop bombing months ago.
I wonder why President Johnson waited until four days before the election to give in.

Let S. Viets Fight Own War
To The Editor:
Saigon's reaction to our bombing halt was a downright kick in the teeth, and especially nauseating after all the American lives, American dollars and American equipment that we've poured into that thankless country.
Let's go back to Kennedy's program of sending only advisers and military strategists to Vietnam and let them fight their own war.
