First, we get election maps from 1996 and 2000, and we identify those precincts where Clinton and Gore did best (> 55% in both elections, for example).

Next, in these areas (in all key states), we amass local volunteer teams and we equip them with enough supplies to canvass from door-to-door during the summer. In the summer months, we register as many voters in these districts as possible.

In September, once again, our volunteers register voters if allowed by deadline in each of the states.

In October, our volunteers are armed with different supplies this time: voter registration forms (where allowed), absentee voting forms, and refrigerator magnets.
The voter registration forms are obvious.
The absentee voting forms serve several purposes: 1) Those who wouldn't physically go to the polls might vote in this manner. 2) It alleviates "line pressure" on actual polling places on Election Day, which results in fewer folks turning away from polling places with long lines. 3) A paper trail is established for these votes.
The refrigerator magnets serve several purposes also. People keep magnets; these lovelies end-up in a kitchen drawer, on the fridge, etc. Calling the number on the magnets will get you a menu with several options: 1) Locate a polling place (or one's state office of elections/sec of state/etc) 2) Report voting irregularities 3) Volunteer to drive people to the polls on Election Day.

The goal of this GOTV drive is, in the end, to maximize voter turnout in the Democrat-strong areas of each key state. If turnout in Dem strongholds is at 65% while turnout in GOP strongholds is at 55%, we gain a very very significant advantage in that state. THAT's my reason for this GOTV plan. I hope that George Soros, ACT, Kerry, and the Dems do something like this. It's very aggressive, and very potentially rewarding.
