From Sy Hersh's "New Yorker" article:

He (Major General Tabuga) further urged that a civilian contractor, Steven Stephanowicz, of CACI International, be fired from his Army job, reprimanded, and denied his security clearances for lying to the investigating team and allowing or ordering military policemen “who were not trained in interrogation techniques to facilitate interrogations by ‘setting conditions’ which were neither authorized” nor in accordance with Army regulations. “He clearly knew his instructions equated to physical abuse,” Taguba wrote. He also recommended disciplinary action against a second CACI employee, John Israel. (A spokeswoman for CACI said that the company had “received no formal communication” from the Army about the matter.)

Required:
Requires a Top Secret Clearance (TS) that is current and US citizenship. Must have at least two years experience as a military policeman or similar type of law enforcement/intelligence agency whereby the individual utilized interviewing techniques. At a minimum must have a Bachelor's degree or equivalent, and zero to two years of related experience for level one position. Level 2 position requires a bachelor's degree or equivalent, and two to four years of related experience. Must be able to work and live in a hostile field environment with minimum medical facilities. Must process excellent communications skills and the ability to work in extreme environments for extended periods of time. Must be able to use a computer and efficient with Microsoft Word and Excel Will be required to travel for training updates and other mission requirements. Develop and present reports and briefings to the Military Chain of Command.
Graduate certificate from training institution indicating they have passed the required training courses.

Desired:
Willing to travel and must posses the ability to be an effective communicator. Experience with online search techniques using the internet Must have completed the requisite training courses needed to give the individual the basic Experience in conducting tactical and strategic interrogations in accordance with local standard operating procedures (SOP) and DOD regulation. Knowledge of Military police operations and Force Protection procedures. Experience conducting interrogations and interview using linguist and local interrupters. Knowledge of the reporting tools used in tactical interrogation operations

It's about time DUers and other patriotic citizens start shining a spotlight on these so called civilian contractors, who are nothing more than jackbooted, para-CIA, fascist Nazis. WE SHOULD DEMAND congressional oversight into the activities of these para-military civilian contractors and cut all funding and tax breaks to those that refuse to operate under international code of ethics and law.

Anyone want to do some digging on CACI International and their political contributions? It will be a safe bet that a Bush Pioneer or some lesser designation shows up on their donor roles.

Wasn't there something in the original appropriations bill for the Iraq reconstruction to provide immunity to the corporations involved in it from any legal action? Did that ever pass or was it removed?

Because if it did pass it basically means you are 100% correct, they'd be essentially free of oversight (do what intelligence tells them to do with a nod and a wink) and completely unaccountable (to the taxpayer or international law --but we all know how highly the revered leader thinks of international law).

2. Now that I think back...sadly, you may be right. Friggin' idiots.
If this was in the appropriations bill that Kerry refused to vote for, then conceivably Kerry has an "out" on the typical Repuke accusation that "Kerry doesn't support the troops."

If the immunity provision was in the appropriations bill, Kerry should immediately note that he was uncomfortable with that provision and worried about the very thing that we are seeing with CACI International and others.

Kerry should turn the appropriations bill vote on it's head and run ads noting that Bush supported a bill that led to the torture and deaths of innocent civilians in Iraq.
