6. Yes
He held up a newspaper, I believe, and complained about what's being said regarding the tortures in Iraq. He said, essentially, that it's just like 30 years ago when John Kerry came back from Vietnam and condemned all our soldiers there.

The question now is whether that is an attack on Kerry (can't attack a candidate for pres.) or whether it's a factual reference to his policy.

12. Obviously it was not factual. Kerry did not do what he said, so it was not
a factual statement on policy.

It's just whether it's about policy or whether it's an attack.

I don't see how a young vet's remarks 34 years ago are a matter of "policy" anyway.

selected as the official Democratic candidate, ergo, cannot be attacked yet.

They are now voting to hold Rep. Burgess (R-TX) out of order...

If it passes, the member can only speak when given permission for the rest of the day.

This is their way to tell law makers to shut up.
