Has any president ever apologized to the "enemy" for anything before?

Has any president ever apologized to the "enemy" for anything before?
I mean while while the war was still going on like this one is? I was happy to see it and all, but it must be another first for Junior. Does that seem odd to anyone else? Why would Bush do that I wonder? Think we are getting ready to leave? It just seems strange.

it was no more meaningful that you saying that you were sorry that you ate too many donuts this morning because now you have a stomach ache.

That's the first here.

My Lai was an atrocity, but it was committed by a small number of troops, and there was no official suggestion that the atrocity had been ordered by higher-ups.

In this case, it is clear that the torture in Iraqi prisons was conducted with the full knowledge and even under orders by the CIA and other high-up officials. The only unknown at this point is: how high does it go?

Did Rumsfeld order torture to "soften up" prisoners during interrogation? Did Bush?

The Iraqi people are NOT THE ENEMY!!!!!! Most of those detainees are NOT THE ENEMY. They have been held, without charges, without proof, and they are being tortured.

If we accept that the US is occupying Iraq, then we must also take into account that the US is RESPONSIBLE for the people of Iraq. They are not the enemy.

This is precisely the problem the military faces today - distinguishing who are the terrorists, and who are simply caught in the wrong place at the wrong time. BUT, that still does not excuse the degrading things the US did to these people. THESE ARE PEOPLE! They are not the faceless evil enemy. That is all too easy. Degrading them, humiliating them, torturing them, villifying them - dehumanizing them - that is what the military has done. IT MUST STOP.
