Bush might skirt it becasue he really wasn't elected...

The only one to skirt it since 1840 was Reagan. Some say it was broken with him. I think it could be argued that the "brain death" he had in the last few years of his administration was good enough. Trapped alive with the brain of an infant and diapers to boot!
