Why is it that an American civilian that is a liberal opposed to the war

Why is it that an American civilian that is a liberal opposed to the war
that wants to travel to Iraq gets fined and/or punished but there are unemployed civilian "contractors" roaming around Iraq with impunity? This Berg fellow that lost his life was an unemployed civilian "contractor" and we will probably kill another seven hundred Iraqis in retribution for his death but if an American movie actor were to protest the war and show up in Iraq for a visit they would be fined thousands of dollars and possibly jailed.

The Dept of State has a list of countries that no American or American company can do business with, and a few that cannot be visited. Iraq was on the OFAC list, so before the war it was illegal to visit there, unless you had a permit (you can actually travel to Cuba legally, you just need a permit to do it, but they are not given out for vacation travel). Iraq is still on the OFAC list, but many restrictions have been lifted IIRC, and all of those contracters.... well they have contracts, so are granted permits.

It sucks.
