The thrust of what was in his testimony seemed to limit the extent of what he "knows" about the torture to a small group of individuals, cameras were individuals' cameras, photography not part of the method "as far as I know", no role by MG Miller in promoting the abuse etc.
But the whole tone of the report suggests that the events were precisely the result of the policy of Hambone et al. as promulgated through MG Miller, the school of thought that the MPs should "set the conditions" for interrogations by Mil. Intel.
Did he have a "Frankie Pentangeli" moment in testimony?
(Godfather II for those who haven't seen it--Pentangeli has been in gov't protective custody and is the star witness to testify against the Corleone Mafia family in Congress. At the beginning of his testimony, Michael Corleone shows up at the hearings with Pentangeli's brother from Sicily in tow. Pentangeli recants everything he's said up to that point. "I don't know anything about no cosa nostra.")
